The home is in Cook County, IL--our tax assessor's website doesn't list home owner's and the software I've been looking to look up data hasn't turned up much either.Besides the CAD, what other places can I go to find a home owner's information?

You can look up the name of entity you want to register on Texas Secretary of State website, and if it is Unique, and you have a valid Tax ID, ( or your personal number - if you know what I mean),  you can be fairly certain to get the entity registered.

But for future references, my suggestion would be to contact some reputable property management companies in your local area, and see what they'll tell you about the crime clean up company(s) they've used.

Thanks for the Baltimore data.To answer your question, the reason I'm debating between theses markets is because I live abroad and the most important thing for me in choosing a market is the people I can work with on the ground.I have family in Atlanta that can help me and I really think it's a good and stable market, my only problem with it is that the prices are a bit high for me and I'll probably need to do an all cash deal for my first property (problematic to get funding for an out of country investor).For Detroit and Baltimore I have a few contacts referred to me by people I trust that can help me get the work done on the ground.

Also Cody careful In Mississippi one of my clients there got thrown in Jail for brokering without a license.he got caught once got a cease and desist and I set up a transactional program for him so he could come into title and resell.. he did quite well we did one or two a week there for a few years.. then we had a falling out.. he reverted back to his old ways of tying up a property putting it on his website and reselling it without owning it or bringing in his own funds to close.. and got turned in again this time he was arrested and charged with a felony..
