I did this type of work for several years.This is from 9 months ago, however, the "B Box" is really a valve in the front yard with an access pipe on top of it that can be manipulated with a valve key.

I owned it that way for over 25 years before selling, and it appears to be an easement that all neighboring property owners give to form the alley, an alley for access to the back yard of 10 attached properties.
