They hit up the politicians and the regulators, point out safety and soundness issues, the regulators bring the justifications as to the public good in a proposal, you can write all the comments you like, but in the end, I'd say it's a done deal.

My SO has a requirement that we start with a property to call our own before doing any other RE investing, and whatever place we start with has to have public transit to downtown Seattle for her commute, so that narrows down our options quite a bit.
