The CPA's above seem to have answered your question comprehensively, and just to summarize, you don't necessarily have you wait 5 full years, just fulfill 2 years of primary occupancy *within* the last 5 years. 

If the neighbor offered to sell a portion of their property to you and it includes the disputed area, the neighbor wants money. 

If you cannot offer flexibility for the lawn care, I would hire a company. 

If you're considering other states, I like starting in the Midwest because it's affordable and offers good cash flow.

There may be a bank out there offering a LOC, but it will be at a low CLTV. 

I have made a few offers but nothing yet has stuck.  

Often, it's the transitioning neighborhoods that offer more potential appreciation.
