You probably don't want to hear this but....the person uphill has the water right of way...so the only way to check this is to have your lot surveyed to find out what the FF (finished floor) Elevation line is of your lot relative to the property that is draining to your friend's.

I'd also add that if you're not experienced in doing rehab projects then you might want to have a couple of contractors come with you (bring your personal network if you have one) and do estimates on each piece: plumbing, electrical, HVAC, kitchen/bath, floors, roof, etc.

Footage - Crawl Space/Slab for Crawl space/slab, basement for basement; if on a basement, try to keep the sq. footage as close as possible (same as above), within 100 sq. feet is ideal, but no more than 250-300 sq. feet.

This is all too complex to explain the revenue potentials on a forum or in any short space but that being ok as well as we have a group that currently is involved in this commitment and yet I fear they will have limited resources and possibly may be looking to bring others in as well.
