The biggest renovations we did to a house was paint and flooring throughout, whole new kitchen, new electrical, water heater, plumbing, new bathroom, and rebuilt part of the porch, and moved a window, and we didn't reach 20K so that might be a little high.

You may want to start with one property as a test.BRRRR - requires to do identify properties that you can purchase under value, work with contractors, and have credit worthiness to refi(may need to wait the 2 years).Syndications - you have no power on what the syndication does(pro and con).
