The area is seeing a surge in new condo and town home construction so clearly there are investors who have put there money in the neighborhood.

Specifically, I am selling a condo in FL owned since 2007 currently worth about $120k.

It also wants a mini split with at least two interior units to heat and cool. property is a tiny home with a full walk-in the basement (no access to the first floor) the first floor has kitchen living room and half bath upstairs has a full bath and bedroom (1/1.5).I've just started a conversation with owner mentioning id like to make an option offered with above-listed work as consideration, he said that he was open to renting to own and would definitely do a lease with labor cost for partial rent.

If feasible, dual sinks in each full bathroom and match the # of bathrooms to the # of bedrooms, or ensuite bathrooms. 

I think the one bedrooms could be 475-500 and the two bedrooms could be 525-575.

The basement is open with a full bath (we recently added during a sewer upgrade); the 1st level contains the kitchen, living, dining, and mud rooms; the 2nd level contains two beds and one full bath; the third level contains two full bedrooms (a large, nicely converted attic). 

Does that 9 bed figure include some common area spaces counted as bedrooms?

My family owns a small condo in the Biltmore area in Phoenix, AZ.
