The bill states a time frame for it being imposed, that is a measure called Public COnsumption, which is a political move on when you know the public could oppose something in it's entirety, make it appear in smaller portion, or lessor effect, to get it into law and then down the road simply expand upon it.

First of all, thank you for your responses.In summary, based on responses above it appears legally a Chicago landlord is unable to terminate a lease with tenants without cause prior to the end of term unless there is a buyout clause that is equal and equitable to both parties. 

So, even though the cash flow appeared more solid on Day 1, it took little to no time for my Bay Area property to catch up and outperform.
