Take a look at your agreement with the listing agent so see if there is a penalty, if not request terminating your agreement immediately or hiring a local PM to represent you to communicate directly with the listing agent to end the agreement.

If every member in an investment club actively helps decide what investments to make, the membership interests in the club would probably not be considered securities.

I would suggest that you jump into some local meetups, get connected with local investors and real estate agents who can help you on your path to running numbers and getting your feet wet on actually knowing more of a good hard cost for rehabs. 

But even if crime mapping is unavailable I would recommend calling or visiting the local police department and having a talk with them about the safety of the neighborhood/block. 

Your best option is to find a strong local agent or Realtor right here on Bigger Pockets to help you submit your bids.
