With either route, I plan to invest in buy and hold rental properties to cover the student loan payments.So my dilemma is, is it smarter to refinance my loans at around 4% or take the gamble that the PSLF program will be around for the next 10 years and make the minimum payments at 6.8%?

Several of them have chosen to sell the home once done for a profit and re-start the process and some have kept it as a rental. 

It’s gambling and it will probably make you money if you can hold it long enough.

Targets are chosen and penalties imposed to make the greatest impact.

My wife and I also have the ability to buy cash on single family homes but we’ve always chosen to borrow as much as possible to keep our cash ready for that “deal you don’t want to miss”.

My wife and I want to move to the other side of town in order to be in our chosen school district and we also want to begin purchasing rental properties.  

To take a gamble on a .software or any other (especially a long) TDL is not wise IMO. 

The problem is that I don't feel confident about the area I've chosen, therefore, don't feel good about spending the next couple of weeks following the suggestion/rule of looking at 100 houses.Steps I took:1.
