The price looks cheap based on the square footage, but it's cheap for a reason. 

What was the unit mix and square footage?

They  need to have comparable square footage, same number of bathrooms preferably, and be in similar conditions.

With Delaware’s property taxes being up to an 1/8 the cost of some surrounding states, people from their suburbs are moving to Delaware and getting twice the square footage for less of a monthly payment.

Footage with room for more is always a good idea.

Try and find a property where the unit that you will be moving into has a larger sq footage than the condo you are moving out from.

You can justify the value different ways, 3/4 of the appraised value if all 4 units are similar size and value, you can use 3/4 of assessed value, you could base it on percentage of square footage, or you could base it on percentage of rents.
