Then I would call a local "wet basement specialist" and have them take a look, could be a variety of different things if its related to the rains, then should be able to point you in the right direction and give you a couple options.

You can see in this computer nook (pic below), if you have this type of floor, dog wet will leave black stains on it.This is (fixed or unfixed) dog wet, usually about a foot from the wall, unfixed cats prefer to aim at the wall about tail high.
