Situation 1: Private Lender or Hard Money Lender agrees to fund 70% ARV which is $105k based on your hypothetical. 

The rehab was paid for by using a line of credit against a property she owned, and rehabbed by a line of credit against her stock investments.Here in the next 2 weeks, we are closing on our 2nd rehab, and this will be using a private lender that I met through constantly networking with other people in my area.To finish out the year, we have 3 more that we are hoping to buy (knock on wood). 2 with owner financing and one with cash (LOC).

Current owner pays $275 per year with state farmTaxes are $375 per year per unit3 units are section 8, 3 are private pay and 1 is vacant.

She was always trying to get rent reductions (i.e. when the AC blew and it took two days to do a complete new HVAC system) and I believe her decision to vacate is based on the fact that when she discovered her glass balcony door was shattered when she got home at 8pm that it took until the next day to get it fixed.Regardless, her deposit is less than one month's rent, and she has't paid.
