The key here is the terms the government wants and if they will let you cherry pick or not.To have to buy out a whole group is a huge risk and you have to get for a premium paying cash.The governments value puts the properties on average at 129,000.That is a high value to me.The fact that the properties are occupied means nothing.They could not be paying anything or paying partial or be a squatter or one of these activist groups.Could take months and months to get these non payors out.Might be better to have the vacant units where you can turn faster.What happens if nobody bids those prices??

If this is a wholesale flip, you should be holding it for hours or days, not a year, and your lender should be able to have you pay the insurance at closing and not for a year.We collect insurance premiums at closing all the time.

In the county the premium for green homes is much higher $125psf to $186psf-- although this may be skewed by a small sample set of green homes.
