I would look to find someone that would rent the easement from you or give you a portion of the revenue. 

However, you have to take in consideration the amount that would cost you to use that money plus the new loan on the multifamily.

If I understand correctly you'd be purchasing the land, and improving it and splitting it into the appropriate "buildable lots".
