This would require a landlord to partner with and trust their tenants with the responsibility of maintaining their property.I have no reason to trust tenants with that much responsibility.

Alternatively, you could put building maintenance as a responsibility for the first floor tenant (or one of the tenants) with a benefit such as sole use of back yard providing he/she maintains property.Hope this helps.
