Your landlord should have landlord agreements for the electric and water service and those should get put in their name rather than being disconnected. 

The stress of juggling my day job (in Commercial RE) while building to critical mass would be trying, and essentially "selling" myself and my services for a period of time are the obvious drawbacks.

You want one that represents the rent to own store, landlord or the checking cashing service.  

I state in my lease that tenants are responsible for the "municipal services bill."

So I'm not sure if the laws are different in CO, but I know here in CA you can purchase a backcountry cabin on Forest Service Land, but it is NOT LEGAL to rent it out, nightly or otherwise.
