Sadly we have encountered this and worse - plumbing run on the cold side of an insulated wall - in properties we have purchased.The dripping faucet is the "common knowledge" with which we all grew-up, however in extreme cold you need a steady stream (dribble) of water to provide enough volume to slow the freeze, even then a prolonged bout of extreme cold (say a week between -40 & -10F) the pipes will eventually freeze through.

I decided that the only explanation is the smaller guy bid and he hoped/gambled I just got one bid, and the winning bid had sunk costs in trucks and crew so it is more about getting every job they bid and making more on guaranteed volume vs fewer jobs but higher net per job.

Some big affiliate markers use 'Property Tracker' but our organization (MACK Companies) works in over 27 different neighborhoods with varying property taxes that make it unmanageable to use the 'general assumption' feature in Property Tracker at a volume as high as we do.
