i'm an investor/realtor in Fresno, if I can help you out in any way (i.e. referral for property management company-if you choose to go that way) please don't hesitate to reach out. as far as the roof and AC go, you can always get a roof inspection from a licensed roofing contractor they aren't real expensive, i've seen them at $50.

Budget can be up to $1M but  according to my research, it appears that the more expensive the condos, the more difficult it is to breakeven as a rental property in good quality neighborhoods.
