This depends on how many coats, how many different colors, and whether the windows and doors need to be painted.

Am I hurting my ability to rent the property if I piecemeal the old tile with a close color of new tile?

If the framing is sound, I would just tear up the roofing and replace with metal roofing in a color that coordinates with the house.  

The cheap flimsy ones are good for the average investor, but go after the nice colorful laminated ones.

Dress like crap, say you're the property manager not owner, no cash accepted, good lawyer, avoid the area after dark, avoid risky tenants, etc.
