Added new fans to the bedrooms, new paint, new dishwashers and cleaned up the building/lot.

I wouldn't recommend this option because I suspect you'll use the deposit for other cleaning and repairs.

Consider how much you'll spend on a turnover (paint, flooring, touch-up, cleaning, etc) and how long your property might stay vacant for and how long this 'Lost Income' will take to makeup with the new tenant vs. keeping the old tenant at a lower rent. 

We have had it cleaned twice within half a year.

That's why we also have a simple early termination for leases (1 month + deposit if there's no damages), because they get to walk clean and we get the property back, no fuss no muss.

Best to let a title/escrow company tell you what's needed, or even just have them draft the necessary clean-up deeds prior to closing.

Let them know you need it cleaned/aired out.

He's become lazy and doesn't really contribute to keeping the place clean and the tenant and his gf are trying to keep a nice house. 

Just charge them a cleaning fee when their lease ends.
