Side note, I can remember they were basically giving houses away in DC, if the buyer lived in and rehabbed the house, now they are worth quite a bit depending on where they are located.

You can request whatever you want with ACV, but if you go too low, you run into what's called co-insurance (I can't remember exactly how that threshold is generally calculated).
