Id love to go into more detail about any of the above topics, but to keep things short-ish, I have recently hired someone that is going to be doing the things I havent had time to do to really grow the business.

As @Mindy Jensen said, they're probably looking for bird dogs to go knocking on doors and finding motivated sellers.

In our area, the town does provide recycling cans - usually we go and get them from the town when we first set up an apartment - if the tenant breaks or loses the can, they are responsible to go get  a replacement.The town does provide garbage service and the tenants can put out up to 3 garbage bags at the curb on pick-up day.

The property is in a Historic District in DC, which we are told it would be extremely hard to obtain permits to convert back into a 2 unit property.We have also been told that since there isn't a second door in the front of the property anymore (which with the new laws a second door cannot be added again) and because the basement divider wall has been removed the property cannot be grandfathered into the old laws and we would have to go before a board to be approved and that this would be extremely hard to do.We agreed to buy this property based on the fact that we could convert back into 3 level 2 unit property.

The renter is willing to go month-to-month starting in May. 

With all of the articles, youtube videos, and my personal research scrolling through the pages and pages of craigslist, I have yet to understand the magic numbers and factors that would make one option better than the other OR if mixing investments is the way to go.

I would like to double check if I am good to go.

You'll probably need to go with a low down payment program like FHA. 

I'd really like to try the Brrr Strategy, and a HELOC sound like a great way to go about accessing the cash needed for a purchase and refurbishing.
