Pay them a small amount now and the balance when the rehab and sale are completed.   

Different auctions have different rules, but typically, you have to present your cash immediately, or at least within a few hours (maybe 24h, if you are lucky) to complete the deal.  

I believe this park as is would have to be completely restructure, any advice would be greatly appreciate.

Their processes are drawn out and not only could you pay 30% plus it will take you 30% plus longer to complete your project based on their (both big box stores) installed sales processes.
