As far as how to form an LLC and the rest of the questions you've asked here I would highly recommend getting some face time with a local real estate investor who has walked this path ahead of you and can speak from their experience, as this will be a good opportunity to "begin with the end in mind."

@Donovan Haynes If you are able to walk through the property before getting it under contract (recommend doing this if your inexperienced) then have a contractor (or someone with more experience) walk the property with you to get an idea of what the property needs and ballpark estimates.

I work in construction mgmt so I would constantly reel in the scope.Recommendations - get a really good property management company, start with a single family or at least separate meters, know the additional requirements on Cleveland landlords (yearly inspection fee, lead fee, etc) walk the house prior to buying.
