I'd say - 1) fuel prices in much of AK are pretty stable if you're on natural gas - Fairbanks is likely to get onto natural gas soon from what I understand.

The landlord laws are definitely tenant friendly, but I personally hadn't had too many issues as I screen my tenants pretty well.I think the biggest issue with a larger buildings is that the heat or water/sewer generally isn't separately metered, and there's natural gas only in the Chittenden county area, so you're looking at oil or propane which is fairly expensive.
