Hey guys quick question do I need to pull a permit to have drop ceiling tiles and do I also need a permit to have a flat roof covered with the tar sheets 

I want to know do I need to pull a permit to have my roof covered with tar flashings, and also do I need to pull a permit to have drop ceiling tiles installed 

Obviously when the tenant moved in, there was not mud on the walls, missing floor tile, trash on the floor, etc.
