@Timothy Hero has a good point, you should look at the benefit of the cash-out funds, as a comparison to ROI where you are now, and where you would be if you did this refi and paid off a property (the +$400/mo or w/e).

I know typically with courthouse auctions it is a very quick turnaround (maybe 24 hours) from when your offer gets accepted to when the payment is due and you close so you will have to be comfortable with the added risk of not being able to do much due diligence, or will have to scramble to quickly verify you are buying a clean title and to produce the cash for purchase if you don't have it already liquid.

All of that is done on your schedule E at the end of the year and you will be able to deduct the mortgage interest, depreciation, repairs, taxes etc....Get with your CPA to figure out all of your options and how best to use them so it does not hurt your future purchasing net rental income.
