I did take a real estate course but didn't pass.

We have said persons/add-on pass the background check as normal and then sign an addendum to add them to the current lease.

Then ride pass each address and see if they are occupied.

I passed my real estate exam to be a licensed salesperson.  

Why does everyone want to wholesale HUD homes. 99% of the investors you would sell it to would have already seen the property on the hudhomestore and either tried to buy it or passed on it.

Hopefully, there will not be much of a penalty since not much time has passed.

If not I guess I will have to pass on this multi-. 

The father maybe the criminal, the one who trashed the place, and hard to collect from, but the daughter  was the tenet, if she previously passed your checks you should be able to collect from her or take her to court.

In other words, at which point during a typical apartment complex purchase would the wholesaler pass it off to the ultimate end-buyer? 

I am assuming that the previous owner passed away (my family has something similar set up for my grandfather's house).
