One County Director of the Tax Sales referred to the repository sale as "the dogs of the dogs." 

He was famously quoted once for saying "What am I supposed to hall my dogs around in, a Rolls-Royce?".

I hired a local kid as a bird dog to scout vacants, and he quit after one day because he was worried he might be perceived as an informant (and get killed).Violent crime remains high. 

I adopted him as an adult dog and he doesn't chew/pee inside/ bark/ ect.

Your best bet is to start as a  bird dog for a wholesaler and learn the business.

Become a bird dog or a wholesaler.

You must go off-market and build your network and pipeline through a host of strategies including adding  wholesalers and a host of other bird dogs to your power team as @Valentina Naumenko suggests.  

I fired him right after that told him his behavior was not appreciated.
