“Rich” could be a large sum of money, while I imagine wealth as you describe it, to bring that passive income, like trees growing, vs a hamburger that is only good for a bit, but once you eat half of it, the other half is only going to last for so long.

Saving is the best option if it is doable, a secondary option would be to move out of your primary residence and purchase a small multifamily where you live in one unit and rent out the other(s) there are more creative strategies described on BP but they tend to be somewhat riskier and only work well in certain markets.

They may need to be purchased and on site though. this is department specific and what you have on your plans.. so like the community I built last year in Gresham OR. 23 homes landscaping must be installed to get C of O.. as it was described on the building permit.. each jurisdiction is different..
