Buffalo is seeing a lot of development; including a billion dollar high-tech, medical, and tourism businesses along with waterfront development and more, so housing could see more of a surge too.

Regarding the laundry vent, I was told by my inspector last year that a smooth wall metal type vent should be used and should only travel a short distance from the machine. 

Nothing tells you the type of tenant they will be better than the type they have been....With your leverage  (eviction) and the primacy of housing and shelter, some renters can prioritize rent and maintain years of timely rent payments even if they have an errant medical bill or past consumer debt problem (especially with former home owners from financial crisis, one large medical bill, etc..).
