As for strategy, if you have enough in the HELOC (or cash after a refi) to buy and rehab properties outright so you can BRRRR, that will let you grow the fastest since you will be able to recycle that money over and over. 

We made the best out of this and turned this experience into growth for our business.

This case seems more of an area that has good stats and appears to be a good area for growth and demand, etc, which is creating opportunity for outside investors.

So I have been researching other areas, which of course takes longer because I'm not just running numbers but looking at true vacancy rates, unemployment, job growth, local industries, etc...

But for an aggressive investor, the Fundrise Growth eREIT and Fundrise eFunds (Los Angeles, Washington DC). 

First, look at lists of cities ranked by employment, employment growth, net in-migration, cost of living and other economic factors and find the top 3 on those lists and then start looking at properties and neighborhoods in those cities until you find one that grabs you.

Also, it has lots of job opportunities and population growth.
