In NYC there is the department of buildings that give a property profile overview. 

This would be useful if you were purchasing an owner occupied place and converting the departing residence into a rental.

This means that if you’re skilled at negotiating with building departments, you can cash out earlier in the process and sell your property once you get the full set of permits.This option can be a very valuable one if you’re in a restrictive market like the Bay Area.

I did talk to my personal bank that I've used for 10+ years and was VERY disappointed when the woman in the finance department tried to talk me out of buying investment properties!
