In some cases the message could be the same, but knowing your potential audience can make or break a mailing campaign.While I agree with @Braden Smith that his market sounds saturated with yellow letters, I would advise you to start paying attention to your mail and see if it appears your market is saturated as well.

To name a few, foreclosure rate is higher, harder to attract quality tenants(it takes me average 2 months to find a qualified tenant to fill an vacancy), township inspections are more frequent(once every other year for rental) and code requirements are higher.
