I pressured washed a week ago and a lot more came off, so I'm at about 50/50 paint and bare wood now.

Same with wood repairs and porches.  

As soon as this tenants lease is up, I plan to rip the carpet up, sand the wood to raise a little more value.

The telephone wire can come up through the floor at the edge of the base trim and you can use a small block of wood to attach the plug to, then use double face tape to attach the block to the base board if you don't want any holes.
