If one of you is going to be active investing, then some type of syndication would be required unless you did a LLC with all members but that gets hairy as everyone has voting rights.If its passive, then places like tribevest allow you to join a group to invest together. 

However, they will not have voting privileges. 

My Company has multiple existing rental properties impacted and we will be voting 'no' to any proposal involving annexation.

It is a huge draw for people with kids.I would vote for removal and recycling of the playground.
