@Albert D.In regards of reusing the parking lot materials to construct the concrete foundation of your future building, it is likely that you need additional material and other separation layers (such as base course) to support the loads of the building (depends on how many stories, dead loads, live loads, snow load, etc.) to build-up the foundation concrete lab or other type of foundation.
