Nothing personal, but neighborhood scout is about as bunk as zillow...I don't condone investing in Cleveland...I think the root of the question is barrier to entry...I don't doubt there is incredible long-term appreciation in San Diego, but buying at $900/ft. is impossible for most people...trust me, I have my eye on Bird Rock.

Any renter can go bad at any time, there is not a lot a landlord can do to prevent some of these things, except do your best due diligence on the renters ahead of time to screen out applicants that can not or wont meet your criteria.
