The DEC is the department of environmental conservation.

Codes constantly change, and if the building department updated the code since the last inspections on the house, the current plans could be null and void anyway.  

Access your county records department and determine whose paying taxes.

Check with the local building department to make sure they are licensed (if necessary to be licensed).

@Carrie Giordano You'll never feel the 4", if you can park on a parking spot at a department store, then that's definitely good enough.

Now the property should cash flow adequately while we occupy it and very nicely after we depart for our next FHA property.

You will almost certainly have to make a submission to the planning department to garner approval for your conversion.
