Essentially what the big picture is so I can expand my perspectives (unfortunately I don't know enough to be more specific - LOL!)

This pretty much sets the baseline as far as monthly rent goes.I have seen these same tenants take their same section 8 vouchers, move out the suburbs for better schools, better neighborhoods, in which pushes the rent rate higher for the better good of the neighborhood.  

As far as hanging around for the process and the actual construction there might be an issue with a contractor's liability insurance and workman's comp policy so that subject may come up. 

Figure out his situation, as far as where is going to move to, does he need the money to get into another house, etc...
