Don't do foreclosures in Washington, they changed the law where it is now illegal to even solicit foreclosures. 

I have owned 1 3bed/3bath condo unit in Washington DC for around a year now, has been great so far.  

If you are in Washington county than check their specific rules.I would highly recommend you get it rented sooner than later as the high AirBnb season is March-October.Finally I would be cautious with the superfluous use of the semi-colon.

We've spoke w/a few different local commercial loan officers, who all say that they require each partner to qualify for the loan by their debt-to-income and credit scores.

Needless to say, he's still in the house and we don't make much on it after taxes/expenses each year.I moved to Tacoma, WA around 2012 and immediately wanted to start searching for a SFH that I could do some rehab work on and then sell when I was ready to move. 

You can probably get a loan w/ a local credit union or lender, which may allow you to provide less than 20% downpayment.
