The problem is that the existing home was not maintained and has major issues (foundation, sagging floors, mold, possibly a new roof and new electrical) so I'm trying to get a ballpark for what it would cost to bring the existing house up to rental quality vs what it would cost to just bulldoze it and build new, or if its even worth touching at all considering the value of the property.

For the major project I had them handle, replacing worn out carpet with Vinyl (Wood Patterned) Flooring I was quoted in writing $2,100 "out the door." 

Talk with a CPA but if this is your property, then I have no doubt you will qualify as a RE ProIn regards to Cost Segregation, this applies to your "non structural" items like carpets, appliances, floors, hardware packages, etc.

So I think there is a good opportunity of you are willing to deal with some cosmetic upgrades like painting and flooring and later tackle kitchen upgrades.

Assuming all rents are substantial they should be able to cover my debt service and any other expenses needed (repairs, water, vacancy, cap Ex, etc.) 

Are you also providing pool service so it will not be a green pool? 

I have a couple that I plan to use Tax Title Services for, so I am already familiar with their services but I plan to keep those. 

In a emergency, I could be up there in 2 ½ hours.Taking into account comps from other rentals on VRBO & AirBnB, services fees, VT room tax, cleaning and management costs, I think my break-even would be in the 60-80 nights/year range.
