It may be more extreme then needed, but since you are either choosing to do things by the book, or do not speak with this person, certified letter with signature is proof that they received the letter.

I am particularly nervous because I just purchased 8 new duplexes in a "C/C-" neighborhood on the last day of January and I don't know these tenants well and didn't personally screen them but I will **STILLL** be surprised if any of my tenants chooses to just quit paying rent because evictions are not possible.
