Rental property that is B or C class doesn't require as much thought as you are giving it most of the time!

You find legitimate buyers (this should be done in person), you determine their criteria, you find leads that fit their criteria and then figure out how to get the investment for A (seller) to B (buyer) depending upon your market and your agreement with your buyer.

You need to categorize each building into class A+, A, A-, B+, B, etc.

And they are not the adversary (at least not in B class units) if your tenants are thei es you might want to change your screening process and finally your utility company probably has a program where the utilities automatically go in your name when the tenant turns them off  this will save you a lot of hassle - assuming of course you have a good class of tenants
