My people in this case are maybe10% low on rent value however they  do snow removal they mow  they weed eat and in general replace stuff if it’s minor .

Many of the best cash flow markets are in the Midwest where it gets pretty cold and has a lot of snow, unlike sunny CA where you are.

If it was up north and they were told they were responsible for snow removal would it be expected that you draw them a map of where they have to shovel and include every basement window, vent, oil tank access point, etc?

She actually stated that when she fell on her face, that if my(our) wouldn't have shoveled so well, she would have landed on snow instead of concrete, and her injuries would have been less. 

Flat roofs don't matter as much in my neck of the woods where it doesn't snow but in MI I would definitely try to avoid or replace a flat roof if possible if for no other reason than liability.
