Turns out she owes a lot of people- her cell phone has been turned off and there have been notices from the cable company stuck to the front door, and I know she's in trouble with the courts over a custody issue also- so she hasn't filled out a change of address form.

@Andrew Boettcher especially with older homes a 2-wire cable (14/2, 12/2) was ran from switch to fan instead of a 3-wires (14/3, 12/3) but to know that you would have to take the fan down to look into the box or the switch.
