I underwrite 10% cap ex, 10% property management, then subtract insurance, P&I, then taxes.

I would ask the insurance company for more documentation on the reasoning. 

We did have one contractor re-pave our driveway but other than that, we haven't had any actual construction work done on the house, so I haven't used any contractors.
