Low cost, possibly yes, but also possibly very time consuming and that has a cost.  

I’ve bought some houses with 0% interest for a year credit cards and a few with consumer lines of credit from banks.

This negative position can consume years of cash flow to recover.

It would probably not be really time consuming.

The problem with hand written notes is that they can be time consuming.
