There are many ways to scheme a decent credit score though rebuilding closing acccounts etc. 

Neighborhood Scout is not going to cover any shortfall you have if it doesn't materialize.you could try finding a bank or broker that will do 80% out on a refi, although probably not possible to close by the end of this month.

For a bit of context, my wife and I recently moved to Tennessee and after renting for a bit we are just about to close on our first property.

As long as your purchase, rehab and closing costs fall below 70% ARV then you won't have to bring any cash to close. 

One other question I wanted to ask is if during a short sale if the lender would be agreeable to pay a portion of the closing costs?
